[Discuss] Feature Request: Lords in a duchy have claims on duchy seat

Is the idea that duchy seat doesn't have to be the city still being 
worked on? If that's the case, then obviously it'll be the easiest way 
for this only.. want to be a duke? be a lord 1st (to get your claim).. 
imposition of non duchy lord as duke causes similar drop in whole duchy 
or something... similar to what regions get? (for certain gov?)
