Well I think it is easy to avoid contracts. Just let Tom to deny it...
Simple is that...
And then Tom should do "diplomatic police" accounts.. 3 should be enough,..
They could read all the chat between rulers. Private and the channel...
There is no problem if the players of the island are part of "diplomatic
police" as then there is nothing to hide from rulers chat...
Also we players seperate OOC and IC!!! oh and the ounishment would be just
lightning bolt out of office... and one diplomat police cant punish without
the
agreement of the other two. Sort of like the titans...

IF You like that idea then I would volunteer to be part of this group. For
not making extra work for You...
