I'm not saying nobody should communicate with anyone else.

I'm invisioning a scenerio where it is simply impossible for anyone to communicate with foreign rulers via the message system.

However, you can still communicate to all people in the region you are in - preserving that "back and forth" that you correctly say is among the best part of the island.  That might lead to rulers being able to negotiate, but it would limit it so it can't just happen any time.

If you set something up about you can't go without battles for a period of time, I'm just envisioning ways to get around that.  Pretty easy ways actually.
