[Discuss] Takeover question

Were takeovers supposed to change (probably relatively recently) 
recently so that a newly acquired region is core?

I've seen it happen with a hostile and brutal takeover where before you 
whould have to arrest/hang rebels, seems like a rather odd change, 
unless maybe it's to combat estate losses. Or is it a bug?
