Maybe I missed it, but I think you are mixing "interesting" with "fun" - 
they're not the same thing.

To get a more interesting experience, you generally need to be able to 
see more of what goes on. This means that having a council position, and 
so being able to see what other people in other realms think/do/say, 
allows you to get a wider experience, and hopefully more interesting.

That is *not* the same as the game being "fun", since it can be 
perfectly fun to play a xenophobic dwarf generally despised by everyone 
he meets (just as an example) but not as interesting as the internal 
politics of other realms.
