Here's an idea to toss around...

The General of a Realm should be able to have knowledge of which TLs
are actually moving, or which are misdirecting, in the same region
that he (or she) is in.  A Marshal of a particular army should be able
to see only their army's movements.  A report would be nice.

Example: Region A has 8k CS of mobile troops.  The General asks for 5k
CS of troops to move out to region X.  The rest should misdirect to
the same region, making it appear that all 8k are moving.  The
General, if in the same region, should reasonably know which units are
actually moving out and which are misdirecting.  (IC - the last 3k of
troops are the ones at the end of the line.)

A Marshal of an Army, should know what his TLs are doing, but not
necessarily those of realm's other armies in that region.  He'll have
enough to juggle getting them all lined up.

An argument against producing a report like that would be: there
should be better communication between TLs and their leaders.

Just an idea.  I'm not asking for it to be implemented.
