Wasn't the Royal Court Expenditures removed after the realm share amount 
was limited by peasants getting unhappy?

In any case, the new tax system does allow rulers etc. to get an fairly 
large income. You just need to have the realms lords agreeing to it 
unlike before. Wasn't that the whole point of the new system? :)
