That is not the rule, though; it is the exception--or at least, it  
should be.

When was this, anyway? Was it under the new tax system?  Since the  
restrictions on the realm share?

 From just taxes, the ruler should never be able to make that kind of  
money again.  If you are, I shudder to think of the waste being spent  
on the Royal Court Expenditures or wherever it goes now.
