No, of course I've not.  I've only been playing the game for nearly six 
months, hence I've not had a character who has been a ruler.  Or a 
banker.  Or a judge.  Or a high marshal.  Or a marshal of any kind.  Or 
a duke.  Or a lord.  Or on a realm council of any sort.  Before or after 
any tax change.

Seems odd to me that rulers don't get much money.  Your history is far 
better than mine - were rulers in the middle ages always dirt poor 
compared to nobles with no positions?  It seems odd to me.  I thought 
the king or queen would be one of the wealthiest people in the realm, 
not one of the poorest.

Hence I assumed that the ruler would be able to afford the bribe.

In which case, they'll just ask their best-mate-the-rich-duke to give 
them the gold instead...

...which, reading back what you wrote, I've just realised already 
happens to your ruler.  It would surprise me if many rulers had 
difficulty getting gold even if it doesn't come explicitly from their taxes.
