Um...have you had a ruler character recently?  I mean since the tax  
change?

Mine gets about 19 gold per tax.  If he weren't also the designated  
go-to guy for distributing gold, which means that his Dukes send him  
money that they don't need, he wouldn't even be able to keep a unit.

Make the bribe a few hundred gold and most Rulers won't be able to  
pay it anymore.
