Because the players are only a minority of the nobles.

Remember, we are the elite: the nobles with ambition, power, drive,  
money, etc.  There are thousands of lesser nobles whose collective  
opinions are the ones that dictate honour, prestige, etc.

And nobility, if you will recall, is not even decided by opinion.  It  
is decided by bloodline.  Whether or not you *believe* in that  
bloodline is another matter, but it *is* decided by something that is  
documentable fact.
