[Discuss] "Strip titles" recommendations

I have a couple of suggestions for changes to the strip titles feature.  These 
suggestions are based on the idea that some rulers use the strip titles 
option as an instant alternative to waiting for the judge to log-in and issue 
a ban.

1. It should take a few turns for the strip titles option to go into effect.   
After all, it's going to take the bureaucracy some time to research the claim 
and update all of the records.  

2. There should be a significant chance that the bureaucracy will find that 
the title _is_ legitimate making the character (family?) immune from future 
challenges.  Perhaps the ruler could also bribe the bureaucracy to ensure 
that they find the title to be illegitimate.
