No, it's not. It has one purpose: To remove anoble from a 
position. Check the explanation provided to the ruler:

"If a troop leader within your realm has betrayed the trust put in 
him, or committed another serious offence, but for some reason 
your judge is not willing or able to ban him, there is one other 
thing that you as the ruler can do.

You can doubt his claim on nobility

This is a serious action. It will strip the one so accused of all titles 
and rank. It will certainly make him your enemy. At the same time, 
it will dramatically reduce his power and influence."


The *only* reason to do it is to remove someone from a position, 
and questioning nobility is the only way to do it.

The confusion most likely results from the different information the 
ruler is given vs. what the people in the realm see. The ruler is 
clearly told that the option should be used when the person has 
"...betrayed the trust put in him, or committed another serious 
offence..." However, the people in the realm are told the exact 
opposite: "It's not about what they did..." So, of course there's 
confusion. You're telling two different groups of people two 
completely different descriptions of what is happening, and 
expecting them to agree about it.

Questioning the nobility is merely the mechanic used to create the 
desired effect. You want someone out of his position? Here's how 
you do it: You claim they're not a noble.

It's like what happens when you want a glass of water. How do 
you do it? You stick a glass of water under the faucet and turn the 
knob. The purpose of the evolution is not to turn the knob, it's to 
get water. But if you want the water to come out of the spout, you 
gotta turn the knob. Unfortunately, all anyone else sees is you 
turning the knob: "OMGWTFBBQ! He turned the knob!"
