Ah, you're right... I went and looked. =P

So in the hierarchy options for example:

to - Your liege, Bob Smith, Count of RegionX
to - all / some knights of RegionX  /Bob is not included/

to - Your duke, Sam Brown, Duke of CityY
to - all / some nobles of the Duchy of CityY  /Sam is included/

The Duke is included in all messages to the entire Duchy, but the Count 
is not included in all messages to the entire region.

Maybe the region one should be changed as well as the Marshal one?
