[Discuss] High Marshal being able to message his Marshals

We have 4 armies in our realm, each with a Marshal.  We use the 'message 
other marshals' option that you get when you're a marshal, and we have a 
friendly rivalry at the moment on which army is performing better.  Its 
fun, but the High Marshal is not part of the discussion.

We have also used this message group before to discuss line settings, 
again it becomes difficult because the High Marshal is not involved. 
Since he is directly in charge of the Marshals, shouldn't he be able to 
message to this group also.
