Well, okay, but maybe the Emissary could be the only channel to sign a
treaty. Not on its own, since we don't want chaos, but: The king of
realm A clicks the button of diplomacy and set current status (or
however it works currently), and the option to sign the treaty appears
to one chosen/any Emissary(A) that is on realm B's capital.
Maybe both realms need that done before the treaty is signed, maybe
only one is enough. Maybe the Emissary can actually present the treaty
to the other king, then the king/emissary(B) signs, and the
emissary(A) signs. A few extra clicks that would do great, I think.
And people can always pick an appointed Emissary to do IC diplomacy,
even without game mechanics for that...
