[Discuss] Rules of BM Need to be Stressed More

This is happening in Cagilan Empire as we speak. There was a rather huge 
debate about it after a noble was fined for arresting an 
adventurer(granted, the adventurer was delivering something to the 
realms general, but still). The same adventurer was arrested again today 
so we'll see if there's going to be more fines handed out :)

In any case, adventurers are being welcomed because they keep 
monsters/undead numbers down. So it's a sort of an mix of OOC thinking 
and IC indifference towards the game setting.
