I agree with the not addressing the ruler correctly (especially how 
disrespectful some people are), but I'm not all their with commoners.  
First, they are at least a step up from a normal commoner, there are at 
least rumors that they are nobles.  Second, if you're in a realm that 
has for the longest time frowned upon hanging rebels, looting, etc, why 
should you change your tune and say there's no punishment for arresting 
a commoner for no wrong doing?  It would seem to go against what the 
realm is doing.
