There's a limit of 2 characters per island. Other than that you're free 
to put your characters where you want to.

Not if you don't want to.

No. They'll(the family) slowly make up for the gold that has been used 
to fund the characters.

Either your characters send gold to the family or the family works and 
makes some gold automatically on its own. The family working doesn't get 
you too far though as it seems to only work to keep your family's wealth 
around 1000.
