Religions already want to be in multiple realms, the trouble comes by the
government of said realms. Governments see only negatives to allowing more
then one religion in their nation. Religions can do many things to
hinder a nation and if the centre of belief for the foreign religion
is very political it is unlikely that the priests will help the
country as much.

It's just more hassle for little gain.

Now if there was a gain to having more then one religion, then you'd see
governments considering the option.
