How about claimed regions hurt the original realm itself? Every
region(and not just the region with claims) in contact with a claimed
region only sends half the taxes. This will hurt the realm a lot more
and there will be a greater rush to end a war.

And make it for the existence of a claim and not of a region lord
(appointed somehow or purchase of lordship)
