[Discuss] anti-state-religion

One thing that frightens me about penalties is their effects on new
religions. A brand new religion has very little means of of being
multinational. And I don't think "state-sponsored" needs to be the same as
"state-controlled".

I'm thinking mainly about Dwilight, where I was planning on founding a realm
that would be controlled by the religion. Though I realise alot of the
discussion is about realms controlling their own little private religions a
little bit everyone, especially the EC, I don't think we should implement
anything to fix that which would also harm cases where it is the religion
that controls the realm (such as making war to get new preaching grounds and
temples instead of annexing regions to the realm.

Some things I think would be good would be the implementation of the option
to convert to a religion if an elder member of the church is in your region.
Also, make it so lords can build temples of other religions than their own
to please their peasents, instead of inciting him to use a state religion to
convert the peasents to his realm's.

I also think that perhaps some things should be modified. Priests seem to be
currently used as a weapon in war... They shouldn't serve such a purpouse,
it only makes people paranoid about them.
