I love the idea, I just think it's implemented wrong.

You should be able to appoint a local lord, but there should be some other
effect that makes it desirable to clear the claim.  Either keep the half
taxes, or no recruits, or something that makes the region not very useful.

Right now there always a rush to find someone to buy the title before the
enemy does, and that's really all it's accomplishing.
