Bring back the "Unrest among people" (common people) that would happen
due to too many alliances, peace/alliance with a realm the common
folks hate (maybe due to past looting or something) and also make
penalties for them harsher.

Additionally, if possible, I would also suggest that somehow "battles
which happened" between realms be remembered for a short duration. So
if the people(commoners) want war against a realm, a realm makes a
faux declaration but does not battle, the penalty jumps manifold for
an apparent deceit.
