H/P isn't just in the eyes of other nobles. I could name you countless
lists of "commoners" that had enough prestige that nobles did in fact
care about them. You are correct, a commoner talking to a noble first
SHOULD be thrown in prison. When I sold my items I always had a
"messenger" go through the region advertising it and let the nobles
contact me, directly, first. Locking up and beheading the Hero of
<region name> wasn't always the best thing to do. Heroes born of common
blood tended to be very near and dear to the peasants. It is something
that they remembered for a LONG time. With enough recognition it would
have been nearly impossible to do it without a large scale revolt
(nobles may not have cared about individual peasants, but they certainly
cared about a large scale revolt involving the military). And you are
talking as if they are common commoners, they do in fact have a tie to
nobility which makes them different. As this guy got more prestigious
you probably would have seen more nobles saying "hey this guy is a cut
above the common folk, maybe his claim is something we should take
seriously".
