All in Italia? Now my ancient history is a little rusty I will admit, but I
don't recall the massive civil unrests that lead to the Italians getting
full citizenship occuring by the Punic wars.

(and I know a nation with multiple non-related provinces in BM, poor sods
fight eachother more than the other nations)
