 For the purpose of sharpe contrast I attempted to exagerate the differences
in the two situations, obviously you do not agree with this. Strangly you
have also pointed out that the contrast did not exsist. You have then
explained that, to your understanding, Tom has in fact punished members of
the EC arbitrarily. However this is a misconception.

Tom has only 'unleashed monsters' on one nation to date, Heen on Beluaterra
and the reasons for that are very complicated, but were tied both to the
fact that Beluaterra is monster world, and the low level of punishment he
was attempting to use. Any monster incursions seen on EC were purly random
chance and with Perdan and Sirion being the largest nations the chance of a
monster group to be found in their boarders was much larger than others. Tom
does not go out of his way to aid or hinder any nation, beyond enforcing the
rules. If another nation capitolized on a series of random events it is
lucky for them.

Some days Tom may take a harsher or lighter stance and tone depending on
what work was like, or if the car is broken. However just because Tom might
be a little more on edge one day does not mean he will purposly attempt to
sabotoge you or anyone elses efforts to play the game. In the grand scheme
of things Tom doesn't really care if one nation rises or falls, because
there will always be another. The only thing Tom wants is a vibrant
community where people can enjoy themselves playing a game with their
friends. That's why the game is online in the first place, because if Tom
wanted everything to work out as he plans he could just run a simulation on
one computer and be done with it.

I will make a statement now, it may not be perfectly accurate, however based
on what I have seen I belive it is:
There are a great many people in this game who take the attitude, "If all
things are equal, I'll win, since I'm not winning all things aren't equal."
