I think something was misunderstood.  It will increase repair costs
regardless of the direction it's disguised, or that is what I believe Tom
stated.  Also, the increase/decrease is not real.  You are not improving
your equipment, you are making it look better or worse to trick your
enemies.

It is a tactic for the rich, but it's natural that the rich get all the fun
toys.
