Well, I can provide at least 1 real-world example where a realm is refusing peace offers that are a far cry from "give us all your regions."

Riombara, as many know, has been fighting Luz de Bia for the better part of a year now.  We offered them peace once we had retaken our regions that they had taken from us, plus two of theirs.  The offer was we get those two, plus one more, and they get to keep the rest, as long as they quit trying to take ours.  They refused.

We offered them peace again later--the same 3 regions for Riombara, we would hand back one that we had taken from them, and the seceded realm Kingdom of Alluran would get to keep its 3 regions.  They refused again, despite us telling them in no uncertain terms that if they refused this, the best they could hope for was their capital and one or two other regions.

Even now that another of their cities has seceded, leaving them with just their capital and a couple more regions, they will not seek peace.  They are determined to fight to the death--partly, I have no doubt, so as to spite Riombara by making the their claims on our regions last a long time...and partly just because they feel that to surrender, and live on as less than they once were, is worse than destruction.
