I favour letting local lord distribution settings override banker
settings, but for the love of Zeus don't get rid of the banker position.
Right now, most of the management-math is centered in the banker. Local
lords can set their tax rates separately, but there's one central
persion they can ask if they want advice. Local lords now don't even
have to touch the food distribution settings most of the time.
Getting rid of the banker forces all of the local lords to do some
rather annoying math. Since in my experience realms often aren't quite
steady-state with purely automatic transfers (especially with weather
influences), lords will have to periodicially check these settings. It
adds a layer of management to regions that is distinctly unfun for a
wide class of players.
