But prior to local taxes and estates, lords didn't have to be much more 
involved.  A bureaucrat had more game-mechanic-required work to do than 
a region lord.

Being a region lord was an important status symbol, a good roleplay 
motivator, and a /springboard/ to politics, but it did not require 
participation.  Now, local estates and such require political 
maneuvering by a lord -- by design.  I just don't see this as a positive 
thing.
