Judges need to be in the region to hold court, this gets difficult for
larger realms. Survey work doesnt help control and is ineffective when not
in duchy, same with police and civil work. Claims are a balance, they give
weight to the defending realm in negotiations but shouldnt be impossible to
fix if you get a stubborn enemy that refuses peace at all cost.
