And stats drop even more if a renewed enemy force starts looting.  For 
realms which pursue a war to the opponent's destruction, this is a minor 
problem at worst.

As I said, claims are only a deterrant against minor border wars -- 
exactly the kind of thing they were supposed to encourage.
