Does the local tax rate affect region control yet?  I thought it was 
still inactive.

This is a good point, incidentally.  Currently, a realm's overall tax 
rate is limited by the tax supportable in its far-flung regions. 
Post-implementation, regions near the capital will be able to have a 
substantial tax rate, whilst borderlands may become nearly tax-free. 
Allowing free setting of local taxation by itself removes one of the 
important barriers we've had to realm expansion.

Since as far as I know local taxes do not affect region stats yet, I do 
not know if compensatory measures are in place.
