That is part of weight the realms have in negotiations, it just so happens
the realm your negotiating with doesnt understand this. Instead of accepting
your proposal they could request for 2,3,4 or more of their regions back
which have a claim while you keep 1 or 2. The claim does exactly what its
supposed to, if you dont like their counter proposal you could kill off the
realm and get stuck with the claims.
