Doesn't work with an approximately equal income distribution.  Stocking 
4 knights in a region with finances to support 1 is a recipe for 4 
really poor knights.  At the same time, the city (which could 
financially support 10 knights) will just have 4 (wealthy) knights.

As I keep saying, inequality should be a /deliberate choice/, not 
/required/.
