[Discuss] Buro restrictions

I don't know if someone has mentioned this already (no time to read the
D-list recently), so please excuse me when this was already discussed.
Since a few days, there is also a duchy/region restriction for buros
(same as police work and civil work). A buro who is in his region will
be most effective, less effective in his duchy but not effective at all
in all other regions.
To name an example: Old Rancagua. We have 19 regions at the moment, but
we can only have 6 buros. 3 are working on the islands, each in one
region. That is necessary as long as the lords cannot hold courts.
So there are only 3 left for 16 regions (3 duchies). That are the hard
facts.
In my opinion (and some players of the OR buros agreed), this are too
many restrictions. As the one managing our buros, I would have to choose
nobles from our realm by duchies, therefore I will be forced to order
long serving buros back to another class, and choose new ones instead,
just to find a balance between the duchies.
My suggestion: buros should be effective in each region of a duchy, but
less effective in unaligned regions.
