Unless it's changed, a knight with good marks is under the protection of his 
liege and can't be banned/fined by the judge. It may be that the lord can 
then be fined, or it may be that the lord has a similar arrangement with the 
dukes; I'm not a duke to check (yet..) menaing the dukes would then be able 
to be fined, unless they send orders down the chain.
