Sounds to me like you swore an oath to the Duchy and not the region.  I 
did the same thing with one of my characters.  Go back to your Politics 
screen and make another oath to the Duke and make sure it is to his 
region not his Duchy.  Currently, I am in my Duke's city and under 
politics I have the option to make an oath to his Duchy.  I assume(I 
know big mistake) that if you check you politics page you will have the 
option to make and Oath to his region.
