Something that would very much help the Lords in enforcing unequal
taxes is to only show the local Lords what they collect in taxes and
how it is distributed.  All the realm should see is what is sent from
the region.  At that point, the local Lords have plausible deniability
in what they are sending to the realm.

It also makes sense.  Who would know about how much taxes are
collected besides the region Lord?
