The real issue here, as I understand it, is this:

Why was it *Nighthelm* that attacked, thus causing this whole mess,  
rather than Lunaria?  If they had attacked, it would have been the  
Zonasan who stayed neutral, with friends on both sides.

How can we know which of 2 realms at war with the region owner will  
attack *first*?

Actually, I'm going to anticipate Tom's answer to this: he'd say that  
"there's supposed to be some uncertainty in warfare."

...It still seems like there's something wrong here, that needs to be  
fixed, but I'm still not entirely certain what. (whether it's the  
code that allows it that should be changed, or the person who caused  
it--apparently deliberately--who needs to be glared at very sternly  
and told that that's OOC abuse...)
