[Discuss] New Tax System

I'm currently count of a border region that's consistently hammered by the
enemy in failed invasion attempts.  As a result, we've stationed ~6 militia
units, consisting of roughly 12-40 men each in the region.  Those militia
units under the new system suck up just shy of 200 gold.  I have to have an
18% tax just to break even on the income.  That leaves my knights and myself
with 0 gold, not to mention no chance of sending any to the realm or duchy.

Is this intended behavior?  If so, that greatly affects the role of militia
in the game, so people should take note.
