Protection, yes--that's why you have to wade through a sea of peasant  
corpses to arrest a priest in a stronghold of his faith.  But  
priests, by their nature, work in the open, around people.  Not so  
with knights; they can quite happily stay out in the woods, or  
whatever other wilderness there happens to be in the area, away from  
population centers, and able to run away easily if they see someone  
coming.

But why is there no option to *click* "arrest enemy nobles"?

Because, like I said already, *you do that by default*.  If you  
really want, I suppose Tom could add an option to *stop* trying to  
arrest them, thus reducing the number of troops that the noble would  
have to get past to be free, but my understanding has always been  
that one of the things your troops do *all the time* in your own  
lands is watch for enemy nobles, and arrest them if they catch them.

That's what being "caught by patrols" *is*.
