  Young knights who can't yet catch the attention of the city lords,
more time limited ones who need an excuse to maintain a smaller, less
active unit. If knights can be taxed based on the region, you might
find traders who'll take a lower tax income in favor of less being
taken out of their pocket while on a long trip, or perhaps in exchange
for a share of the produce rather than cash.
