Read his message. If the marshals aren't active, then there's no orders, and 
that's a problem. That they're composing their own as opposed to passing on 
his does't mean squat if the turn change is still at 2am for them (as an 
example).

Right now there's a lot of obvious advantages for using realmwide orders, 
and only a few dubious ones for using army orders, so most people use realm 
orders.
