While if I remember correct there is a bit more to it than that, like
waiting for a senior member of the religion to increase the temple size
twice, because being a local lord and a member of a religion, I had to wait
for our founder to come to increase the temple size before it would let some
of my realm mates become priests. It has to be a level 3 temple and it
starts at level one, so sometimes it takes a while for it to get up to level
3.
