I was about to suggest the very same thing, though I would treat it more as
their scouts have less time to move ahead and find a better path if they're
doing a late turn move.  Crowded roads don't necessarily make sense in every
situation.

So sure, let them make a late turn move, but the chances of half their army
not making it on time are increased exponentially.
