No.  Hence the designation "Outlaw".  If they claim to be a noble, you can
spit in their face and call them a liar.


You can escape from character death very easily, this could be an easier

 Then come up with a longer lasting punishment.  To far too many people,
this wouldn't be seen as punishment.  And if they really did think so,
they'd simply delete the character anyway.
