If its minor, best to handle the issue IC (You can't possibly expect me
to immediately read every shread of paper sent my way, can you? How
would I ever find time to breed my prize-wining orchids?) or OOC with
the other character or player.
If another character is blaming, threatening, insulting, etc. players
(or their characters) who don't log in frequently, then the Titans
probably need to be made aware of the situation.
