Maybe, but the priest doesn't actually risk anything in his actions and 
he can cause quite a bit of trouble for the TO forces. You can't arrest 
the priest since you're not in your own lands and he isn't doing 
anything "damaging". It would make sense that if you're running a Brutal 
TO your forces would have a chance of spotting a priest talking to a few 
hundred peasants and capture him.
